    Ex-external Affair Minister Sushma Swaraj passed away on - 6th August 2019

    BJP former external affair minister passed away at AIIMS hospital in New Delhi due to cardiac arrest. She was 67 at the time of death.  She also underwent a kidney transplant in 2016 served cabinet between 2014-2019.  Couple of hours before dying Sushma Swaraj tweeted to congratulate and thank PM Narendra Modi for the passing of Article 370 scrapping in the constituition.

    Rajasthan Assembly passes Anti-Lynching Bill on - 30th July 2019

    Protection from Lynching Bill, 2019 was approved by Rajasthan Assembly by a voice vote. Bill was presented by Shanti Dhariwal Parliamentary Affairs Minister in State Assembly on 30th July 2019. With passage of Anti-Lynching Bill Rajasthan has become 2nd State following Manipur to have a dedicated legislation that criminalises mob lynching as a special offence. Manipur Assembly had approved a similar Bill in December 2018.

    Since April 2017, Rajasthan has perceived various incidents of mob lynching, when Haryana’s dairy farmer Pehlu Khan was murdered allegedly by a mob of cow vigilantes on Jaipur-Delhi national highway.
    Features of Bill

    • Bill makes Mob Lynching offence cognizable, non-bailable and non-compoundable crimes. Life
      imprisonment and a fine up to  rs 5 lakh to convicts in cases of mob lynching involving victim’s death.
    • Bill makes conspirators for lynching responsible. It specifies punishment for- conspiracy or
      abetment or aides or attempts to lynch; for propagation of offensive material; and for enforcing a hostile environment.
    • Bill delivers for selection of a nodal officer of rank of Inspector-General of Police to avoid lynching’s as well as institution of relief camps in safe zones for victims.
    • Bill defines lynching as an act of violence, whether unprompted by a mob on the basis of religion, race, caste, sex, place of birth, sexual orientation, language, dietary practices, ethnicity and political affiliation.
    • Indian Penal Code already have adequate provisions to penalise offenders, while Bill had changed
      an imperative definition by describing just 2 persons as a mob, thus challenges related provisions
      of Indian Penal Code. Also, Supreme Court had suggested only to Parliament to enact such a law.
      Arguments
      The subject of Bill was part of concurrent list, both state and centre subjects, and thus State government has power to bring such legislation. Also, definition of mob as 2/more persons is protected in context that 2 people had ability to significantly harm 3rd person.

    Mission Shakti sports initiative launched by -  Maharashtra

    Film Actor Aamir Khan initiated Mission Shakti, a Maharashtra government’s initiative to train athletes from tribal areas for International sports tournaments such as Olympics. It will assist Maharashtra government to hunt for talented athletes in remote areas of Chandrapur and Gadchiroli.
    At the launch programme Aamir Khan felicitated a team of tribal mountaineers who had recently scaled Mount Everest as part of Mission Shaurya.
    Mission Shakti

    • It goals to groom tribal student for an Olympic medal by 2024.
    • The mission is focused towards 6 sporting disciplines namely archery, shooting, volleyball,
      swimming, weightlifting and gymnastics.
    • For now, the programme is being applied in Chandrapur and Gadchiroli districts and will be extended to rest of State soon.
    • State government has developed aside funds at district level to concept needed facilities and a stadium such as mega sports complex is premeditated at Ballarpur in Chandrapur with a focus on 6 sports areas.

    Significance

    • It will speed-up state governments programme to spot Olympic talent in remote tribal regions of
      State.
    • Through Mission Shakti, international-quality amenities will be issued with a view to upsurge our
      medal tally in Olympics.
    • With assist od mission youth from Chandrapur and Gadchiroli, will get a chance to bring laurels to
      India.

    2019 Thailand Open Badminton started from - 30th July 2019

    The 2019 Thailand Open, a badminton tournament is formally named as TOYOTA Thailand Open 2019. It occurred at Indoor Stadium Huamark in Bangkok in Thailand from 30th July to 4th August 2019. It had a sum purse of $350,000.
    Tournament
    The 2019 Thailand Open was 16th tournament of 2019 Badminton World Federation World Tour. It was also part of Thailand Open international championships, which had been organised since 1984.
    Tournament was planned by Badminton Association of Thailand with permission from Badminton World Federation.
    Since 2018 according to new Badminton World Federation tournaments structure Badminton
    World Federation has categorised Thailand Open as one of 7 Badminton World Federation World
    Tour Super 500 tournaments.
    Badminton World Federation is international governing body for badminton sport. It is recognised
    by International Olympic Committee, which is a non-governmental sports organisation based in
    Lausanne, Switzerland.

    • Men’s Singles winners were Chou Tien-chen of Chinese Taipei

    Draft E-Commerce Guidelines for Consumer Protection 2019 released by - Govt

    Union Ministry of Consumer Affairs, Food and Public Distribution has issued draft e-Commerce
    Guidelines for consumer protection 2019. These guiding principles will be appropriate on all
    business-to-consumer e-commerce platforms.

    • It goals to make e-commerce platforms and their sellers extra transparent and responsible to
      consumers. It also pursues to curb sale of counterfeit products online and unfair trade practices by e-commerce firms.
    • It proposes series of consumer precautions that forbid e-commerce firms from influencing pricing, accepting unfair promotion methods the quality of goods and services.
    • It also mandates e-commerce firms to protect personally-identifiable data of customers. In this case, data collection and storage and utilised should comply with provisions of Information Technology (Amendment) Act, 2008.
    • It commands e-commerce firms to self-declare compliance and also deliver way for customers to interaction with them directly.
    • It suggests to make mandatory for e-commerce entities to accept yields in event products delivered are defective/wrong/spurious/if they do not have characteristics/features promoted.
    • It also commands every e-commerce entity has to issue contact details of its grievance officer, who would have to address complaints within 1 month from the date of receipt.
    • It makes commands for e-commerce platforms to announce all details about their sellers including address, website and email address.
    • It also commands them to display terms of contract with the seller relating to return /refund / exchange /warranty/delivery and mode of payments.
